Bukralia joins UW-Green Bay as associate provost for IT, library services

Bukralia will begin his new duties Aug. 6. His associate provost’s position also carries the title of CIO, or chief information officer, with universitywide administrative responsibility for information technology and library services.
He will report directly to UW-Green Bay Provost and Vice Chancellor for Academic Affairs Julia Wallace.
“Dr. Bukralia has a tremendous record of achievement and innovation in both distance learning and instructional technology,” Provost Wallace said. “Over the years, UW-Green Bay has built an excellent reputation for the quality of our library services as well as computing and information technology. We believe we have found someone capable of anticipating the rapid changes in technology that will keep us on that leading edge.”
Bukralia takes over from Kathy Pletcher, who retires this summer after more than 35 years including service as associate provost since 1997 and a lengthy tenure as director of UW-Green Bay’s David A. Cofrin Library.
The CIO has overall supervisory responsibilities for the library, academic technology services, the computer labs and help desk, classrooms technology, enterprise applications and servers, network and telecom infrastructure, audio-visual services, web technology services and other event-related technology support. The CIO leads campuswide information technology planning and coordinates development and delivery of IT services for instruction, research and administration. The position supervises the Information Services Division with 50 full-time professional and 75 student employees.
Bukralia is dean of educational outreach and libraries at Black Hills, a university of about 4,500 students located in Spearfish, S.D. Along with administrative responsibility for library services, he provides oversight to that university’s expanded online offerings, educational technology and professional non-credit programs. He was promoted to his current position in 2007 after two years as the institution’s director of libraries, and three years previous as a systems librarian and senior programmer analyst. He also held faculty status as an assistant professor and in 2007 won the Faculty eLearning Award presented by the South Dakota Board of Regents for his online course, “Library Media and Technology.”
Bukralia earned doctoral and master’s degrees in information systems from Dakota State University, Madison, S.D. He earned his bachelor’s of science in chemistry, botany and zoology at the University of Delhi, in New Delhi, India.
Bukralia has nonprofit and private-sector experience in India and the United States. In the late 1990s he headed an independent agency, based in New Delhi, that provided both vocational training and college-preparatory tracks for students, including those from economically disadvantaged backgrounds. After moving to the United States in 2000 and before joining Black Hills, he worked as a business and technology consultant, assisting clients with development of e-commerce, enterprise resource planning, management information systems, online marketing, online testing systems and workflow systems.
Bukralia has published and presented at major conferences of information systems and continuing education professionals. He is active in leadership positions with the national University Professional and Continuing Education Association, currently serving on the organization’s Distance Learning Executive Committee.
