City Council simulation

Prof. David Helpap’s State and Local Government course met to complete a city council meeting simulation last week. This year, the class was allowed to hold the simulation in the City of Green Bay common council chambers. The topic for the semester was a hypothetical potential proposal to locate a new UWGB housing complex in the Larsen Green development area. Students were assigned roles such as mayor, common council members, university officials, developers, and concerned/supportive citizens, students, and businesses. At the conclusion of the simulation, the students representing members of common council voted to deny the request from the developers and the university.
