Newcomers to UW-Green Bay might not know why the news this week “Bayfest retires after 31 celebrated years’’ has special poignancy for some on this campus. Once an important fundraiser for the Phoenix Athletics program and familiar to music fans who visited the campus for a long weekend each June, the event that was the brainchild of promoter extraordinaire Tim Quigley moved downtown with new organizers when the University discontinued its sponsorship in 2005.
