The Madison Capital Times has a lengthy account of testimony Tuesday by Ray Cross and James Schmidt to the Joint Finance Committee. Reaction by legislators was mixed, with some appreciation for the impact cuts Schmidt described as “too much and too fast.” Others questioned the role of reserve funds in the UW budget and referenced Democratic former Gov. Jim Doyle’s similarly large cuts to the UW budget in 2003, which elicited little protest at the time.
