Assistant Prof. David Helpap (Public and Environmental Affairs) and Associate Prof. Lora Warner (PEA) presented their research study, “Safe and Stable Housing for Brown County Consumers: Needs and Policy Options” at this Housing Summit sponsored by the United Way and the Brown County Housing and Homeless Coalition, Jan/ 17, 2017. There were about 125 people in attendance. The research investigated the needs of Brown County consumers who were experiencing a mental illness or addiction, were soon planning to exit the county jail, or were participating in a Treatment Court. They examined affordable housing policies and programs being implemented in other states and presented a number of policy options for Brown County to consider implementing here. This study was done by the Center for Public Affairs with a contract with Brown County, and student Ryan Sievert served as research associate. It was released last fall.
