UW-Green Bay Prof. David Helpap (Dept. of Public and Environmental Affairs; Political Science) recently had the article, “Providing Public Goods in Rural America: The Role of the Professional Public Administrator” accepted for publication in Public Administration Quarterly. Using data from rural governments in Wisconsin, the article examines public expenditures on nine specific services (e.g., fire protection, parks and recreation), with an emphasis on the role of the professional administrator and the degree to which the position is correlated with expenditures on public goods.
